Any investment in defining a data strategy and embarking on its implementation must be closely related to the value that such an activity is to bring to the organisation. If this is not uppermost in the minds of both those commissioning the data strategy and those tasked with defining and delivering it, then I would contend that it will lack focus, with an end product unlikely to gain wider traction or seem relevant to those you most need to engage.
