A first mile network is a primary revenue generator for service providers, because the first mile network directly interacts with the consumers. Because there is a plethora of technologies in the first mile, there are multiple solutions that need to be considered for actual billing. The multiple technology suite means that the cost per bit is not fixed and depends on factors such as QoS, delay, the network user location, and so on. For example, a user who is mobile needs to be charged more than a user who is not. Likewise, a user who is surfing the Internet should not pay the same as a user who is watching a movie on demand.
