Test cases can be executed as and when they're needed as part of an ad hoc execution. In synapseRT, you can create the test case as a Jira ticket. Since a test case is just another type of Jira ticket, it has default fields like any other issue types in the Details section. However, it does contain Test Step, Automation, and Ad hoc Test Run sections, as shown in the following screenshot:
