The Impetus to Systematize Hoshin Kanri
In 1962 the Bridgestone Tire Company conceived the idea of systematizing hoshin kanri as a part of TQC. The decision was occasioned by the company’s investigation of companies that had won the Deming or Jisshi (application) prize. TQC (total quality control, or companywide quality control) was just being introduced then. At the same time, for the first time since World War II, Japan was being asked by the advanced countries to open up its markets. (Japan, feeling intense pressure, referred to the episode as the “second black-ship incident.”)
