What is an issue? Well, it can be many things. It could be a new business idea, a technical problem, a cry for help. An issue is like starting a new discussion, and it is a way to express your thinking. It should change along the way as other people get involved. It is the atomic, basic, first thing in GitLab that everything else is derived from. It always a good idea to start looking in the existing list of issues to see if your problem or wish is already part of an existing issue.
GitLab, as a product, facilitates this discussion and offers ways to manage it and flows to verify assumptions.
