The Microsoft System Center DPM agent relies on the underlying architecture of the Windows operating system and the Quality of Service (QoS) packet scheduler, which is a Windows feature that is enabled by default. The QoS packet scheduler is designed to control the IP traffic of various networking services within the operating system. If this feature is not enabled—for example, if it is disabled via Group Policy hardening on the DPM server or the server that is hosting the protected workload—then network bandwidth throttling will not be function.
