This is possibly one of Sun Tzu’s most famous quotes, and often quoted in relation to cyber security, and with good reason: because it is true. Remembering that their perception is their reality means you can appear stronger than your opponent, bigger and with more resources than you actually have. Thereby making it appear as if you are a more challenging target than you actually are. Likewise, those who look to cause us harm may initially be perceived as stronger and bigger than they are, or weaker to lull us into a false sense of security and complacency.
