A FRIEND OF MINE met Sam Walton in the early 1970s, when Sam's company Wal-Mart was still a small regional chain. My friend asked Sam why he had stores in Bentonville and Berryville, two Arkansas towns with just a few thousand people, but none in Little Rock, the state's capital and by far its largest city.
“How many state capitals does Arkansas have?” Sam asked.
“One,” my friend said.
“How many county seats does Arkansas have?” Sam asked.
“Seventy-five.”
“If your choice was to put one store in Little Rock and compete with Sears, JCPenney's, and Montgomery Ward, or to put 75 stores in the county seats without any competition, which would you do?”
