The UN also acknowledges that although the emissions reduction targets and
actions that were announced in Cancun are the most comprehensive and ambi-
tious global effort to date, they are still inadequate in the long term to keep the
agreed maximum global temperature rise of 2ºC (United Nations Framework
Convention on Climate Change, 2011). Countries would meet again in Bangkok
in April 2011 to
