Camilla Toulmin of the International Institute for Environment and
Development, an independent think tank, believed there is a need for gov-
ernments and civil society to “start measuring what we value, rather than
just economic factors” (The Ismaili, 2009). She then predicted that this would
lead to a shift toward cooperation and away from conict. She emphasized
that economic growth should not be the only driving force in decision mak-
ing. Lord Turner also stated that it should be possible to solve the climate
change problem and still maintain a healthy growth in the gross domestic
product, as long as the economic component was not the principal focus (The
Ismaili, 2009).
