a barrel of oil goes up, the Navy spends $31 million more for fuel. Our depen-
dence on fossil fuels creates strategic, operational and tactical vulnerabilities
for our forces” (Biello, 2011).
Because of these enormously high fuel-consumption rates, the DoD and
Department of Energy have now partnered on initiatives to further develop
and test energy-storage technologies, and the DoD is looking at alternative
fuel sources. The navy has taken a lead and set a goal of deriving half of its
energy from non-fossil-fuel sources by 2020, as well as making half of its
