The matrix organization is the most complicated. You have your vertical silos, but the organization recognizes that the amount of duplication and variation between the silos waste resources and also makes transferring people between vertical silos challenging if they diversify too much. With a matrix organization, in addition to the vertical silos, there are also cross-cutting groups that work with all vertical silos and try to bring some level of consistency, uniformity, and order.
