messages that have not yet been placed on the shared queue, they are saved in IMS queue
buffers and moved to the shared queue when space becomes available. Input messages are
rejected with the following messages:
DFS070 UNABLE TO ROUTE MESSAGE (for non-EMH terminals)
DFS2194 SHARED EMHQ NOT AVAILABLE (for EMH terminals)
