Every newer browser includes the language of the client as a request header. Here is an example of how this header might look.
Accept-Language: en-us
The syntax and registry of accepted languages is specified in RFC 1766.
When generating an error, IIS 7.0 takes this header into account when it looks for the custom error file it will return. It generates the path for the custom error by using the following logic:
