by Special Agents assigned to eld oces, the process has become much more
centralized, with agents and analysts sharing responsibilities. New squads,
called Field Intelligence Groups, were set up in all 56 FBI eld oces.
e FBI’s priorities are listed in Table 3.2. e organization’s top two
priorities, terrorism and counterintelligence, are clearly part of its intel-
ligence mission; however, today all investigations are carried out with an
“intelligence- led” focus.
