judgments based on the information available. Generally, three levels are
used (Director of National Intelligence, 2007):
• High condence generally indicates that judgments are based on
high-quality information, and/or that the nature of the issue makes
it possible to render a solid judgment. A “high condence” judgment
is neither a fact nor a certainty, however, and such judgments still
carry a risk of being wrong.
• Moderate condence generally means that the information is cred-
ibly sourced and plausible but not of sucient quality or corrobo-
rated suciently to warrant a higher level of condence.
