Strategy without analysis and strategy formulation lack foundation and substance and keep strategy from being nothing more than intuition and guesswork. However, there comes a time when the decision—the choice—of strategy must be made. Strategic choice is never easy, and this is why “analysis paralysis” often prevails. Fortunately, project management offers an array of tools for selecting between projects and deciding between which to do and not to do. These tools are a good fit for making strategic decisions and are introduced in Chapter 5.
