The Project Plan (Criterion 1)

The first EVMS criterion sets the tone for following the entire system. You will need a complete understanding of (1) the work breakdown structure (WBS), which includes work packages (WPs); (2) a WBS dictionary; and (3) additional project input. In this chapter, we recommend some ways to develop the WBS and introduce the concept of the control account and its influence on the construction of the WBS.
