The first 15 EVMS criteria are intended to ensure that the project management system is correctly and adequately established. The system must provide the means to:
Define the project objective
Assign the major deliverables to functional units (including outside contractors)
Schedule the work
Prepare budgets
Facilitate the collection and reporting of management information
Provide for accurate estimates of project completion that include both cost and schedule.
