14.5.2.7 Update One-Time Pad
The reader for updating a one-time pad interrogates a RFID tag, and gets ciphertext C. It sends
ciphertext C to a database and requires the new one-time pad to update.
By decrypting ciphertext C, a database searches secret information S. And according to the
generation procedure of a one-time pad, a database generates new one-time pad
