Often, we are in a situation where we don't know why Azure App Service is not running. There may be different reasons and even after advance restart, if it is not working then we may need to contact a Microsoft engineer for support. We can do it from Azure portal itself.
In SUPPORT + TROUBLESHOOTING, click on New support request.
In the Basics section, select Issue type, Subscription, Service (select Web App (Windows) in our case), Resource – Azure web application in which we are facing issues, and the support plan:
