Creating a design document

I would go here, https://github.com/golang/proposal/  click  on the Create new file button, and save it as  design/NNNN-tco-annotation.md, where NNNN is the GitHub issue number and tco-annotation is its short name. For example, 15292-generics.md (https://github.com/golang/proposal/blob/master/design/15292-generics.md).

The design doc should follow the design template format at: https://github.com/golang/proposal/blob/master/design/TEMPLATE.md.
