When you apply conditional formatting to a cell or range of cells, Excel stores the rules associated with the conditional formatting in the Conditional Formatting Rules Manager. You can use the Conditional Formatting Rules Manager to create, edit, delete, and view all conditional formatting rules in a workbook. When two or more conditional formatting rules apply to the same cells (that conflict or not), the rules are evaluated in order of precedence as they appear in the dialog box. You can move a rule up or down in the precedence list. Conditional formatting takes precedence over a manual format, which doesn’t appear in the Conditional Formatting Rules Manager.
