Introduction
I have given a lot of speeches about evaluation over the last twenty-six years. What continues to amaze me is the amount of expressed interest people have in evaluation compared to the amount of effort they put into it. If evaluation is so important, why aren't more people doing it and doing it well? I'm sure there are a lot of reasons, and the ones that I hear about are that people don't know why they should evaluate, how to do it cost-effectively, and what they would change or do differently based on the results. Some people feel guilty, others are just curious, and still others are afraid.
