The Speculation Phase

In the Speculation Phase, we move from “matters of fact” (Information

Phase) to “matters of value,” from “what it is” to “what it should be.”

In other words, the question we are trying to answer here is, “What else

will do the job?” That is, what other ideas can we think of that will

perform the same function as the item under study, keeping in mind that

our focus is on the function and not what the item is.
