The modem.conf file is used by Asterisk to communicate with ISDN-BRI interfaces through the ISDN4Linux driver. Since ISDN4Linux lacks many core ISDN features, it is not generally used. For BRI, the most popular add-on seems to be chan_capi, available from http://www.junghanns.net.
