A tight variable packing pattern is only applicable to struct types. It is the developer's responsibility to check the structs used in each contract and ensure that they are tightly packed. Tight packing should be used only when you are certain that a lot of gas could be saved by optimizing the struct. Otherwise, if it is not making any significant difference, you can avoid it.
