Balancing rights
The first thing the GDPR recognizes is that there are many different human rights and that no right is absolute. While individuals have a right to privacy, people also have the right to associate with companies for the purposes of industry, creating solutions and providing services that process personal information. One of the goals of the GDPR is to balance these rights, as well as the provisions set up in other existing laws.
Another goal is to facilitate the free flow of information. This might sound nefarious, or counter-intuitive, but it is not.
