Throttling
The nature of email servers that act as the gateways to large companies is that they can be overwhelmed or swamped by large volumes of incoming messages. The servers can either attempt to deal with the volume as best they can and eventually work through the backlog that inevitably accumulates or the software can monitor, recognize, and attempt to take action to manage the condition to maintain an orderly processing regime. Throttling is the mechanism that Exchange 2010 uses to manage peaks in incoming message traffic.
