The information overload many of us are suffering today is an instance of
the Packaged Payload overload, a typical system problem when a particular
instance of the Tool receives more Packaged Payloads that it can handle.
The problem becomes a frequent occurrence during the Distribution
Buildup and the Efciency phases when new Sources, Packaged Payloads,
and Distribution routes are added to the system. Instances of the Tool
designed to handle a trickle of payloads are now being forced, metaphori-
