That will happen if the current Implementation Phase concludes that the Business Study Phase must be repeated. That can dramatically alter the project going forward. The current solution might be scrapped, and a new one might take its place. That means a new team, or at least some new team members, so the Launching Phase must be repeated. As in the case of the Rational Unified Process, that Launching Phase might just consist of a re-validation of the previous iteration’s rules of the engagement. However, with a new team, the Launching Phase is a definition of the rules of the engagement.
