Cookies are certainly useful, but many users reject this technology. You must therefore follow two guiding rules:

Make sure that your website works perfectly and without restrictions even without cookies.
Do not bully those users who have activated cookies.

On the last point: Possible "restrictions" include, for example, setting many individual cookies, such as sending one with every graphic—or setting several individual cookies when this information could also be stored in a single cookie. One reason for this is the (theoretical) limit of 300 cookies.

Another annoyance is cookie expiration dates. An average PC probably has a lifespan of two to five years—so letting a cookie run until 2037 is just embarrassing. ...
