PHP is open source, so the source code is public. In this respect, the barrier to entry for contributing code (or anything else) is no longer so high.
The success of the PHP project is based on many components: the easy accessibility of the language, the extensive ecosystem of PHP-based libraries and applications, the large core team, the huge community.
While open source often follows the LOW principle (let others work), PHP is a language by developers, for developers. The inhibition threshold to contribute to the PHP project yourself is therefore not that high. And isn't using a language even more fun when you've been responsible for a small cog in the wheel yourself?
