Capers Jones has collected data on over 7,000 IT projects over more than 15 years [Constantine 2001]. He has several conclusions from analysis of his data that show which factors are important in producing a higher production rate:1 Code reuse is by far the best way to improve the rate of Function Points delivered;2 teams that conduct peer reviews by far outperform those that don't; teams with specialists outperform those with generalists; teams with a specialist maintenance and performance tuning function outperform teams that use mainline developers for this task.
