Learning and development strategies and policies need to take account of how learning takes place at the levels of the organization and, within that context, that of the individual worker as discussed in Chapter 5. There are two approaches to the analysis of learning at the organizational level: the concept of organizational learning and that of the learning organization. At first sight these look the same but they are different.
