be borne by the Contractor. The cost of this cannot of course be
estimated, but can be reduced to a minimum by good supervision.
Serious loss due to shoddy workmanship is a rare occurrence and is
not, therefore, a real financial risk on a properly administered con-
tract, with good labour available. However, should it be known at
the time of tendering that the employment of mainly new and un-
tried labour will be necessary to complete the work within the
