Estimating labour is not, and never can become, an exact science;
the knowledge and experience of the skilled estimator are therefore
essential to successful tendering.
Of the various items which make up the tender, labour is the most
difficult because it is subject to variable features, the effects of which
cannot be predicted. The weather, site conditions, pace of job,
quality of labour, breaks in labour and supervision continuity due
to sickness, holidays, or the labour demands of other jobs, are a
few of the uncontrollable factors which can upset the most careful
estimate.
