In a diffserv network, best-effort behavior can be viewed as the default PHB. Diffserv
recommends specific DSCP values for each PHB, but a network provider can choose to use
a different DSCP than the recommended values in his or her network. The recommended
DSCP for best-effort behavior is 000000.
The PHB of a specific traffic class depends on a number of factors:
•Arrival rate or load for the traffic class—This is controlled by the traffic
conditioning at the network boundary.
