At times of network congestion, resource allocation for a flow on a router is determined by
the router’s scheduling discipline for the packets queued in the queuing system. The
scheduling behavior determines which packet goes next from a queue. How often a flow’s
packets are served determines its bandwidth, or resource allocation.
