A —It is likely that the RSVP flow is sending more than the reserved bandwidth. If the
flow is sending traffic at a rate that goes over the bandwidth reservation, the excess
traffic is treated as best effort and is assigned a weight of 4096 in WFQ. Therefore,
the packet with a weight of 4096 might be a nonconforming packet. Chapter 4
describes the WFQ algorithm in detail.
