The Need for Traffic Rate Management
To offer QoS in a network, traffic entering the service provider network needs to be policed
on the network boundary routers to make sure the traffic rate stays within the service limit.
Even if a few routers at the network boundary start sending more traffic than what the
network core is provisioned to handle, the increased traffic load leads to network
congestion. The degraded performance in the network makes it impossible to deliver QoS
for all the network traffic.
