Before focusing on strategic staffing/workforce planning, I’d like to provide an overall model of what I think the organization of the HR function should be. While this proposal is completely consistent with my recommendations regarding workforce planning in particular, the overall structure could also be implemented in an organization that has no dedicated workforce planning capability at all.
