Get the Right People to Participate
Involving the right people is the first step in creating a context that
is conducive to good decisions. The right people are those who are
knowledgeable, have experience, and have a stake in the outcome.
They include the following:

People with the authority to allocate resources and make a
decision stick.
One or more persons should have this type of
authority. The last thing you want is to spend lots of time ham-
mering out a decision, only to have it ignored or tossed out by
