The biggest barrier to collaborating on the project portfolio is not how you muddle through the meeting. The biggest barrier to collaboration is lack of trust.

If your colleagues trust you, they will collaborate with you. There are other barriers to collaboration, but trust is a necessary prerequisite. Your organizational culture affects how people perceive you as trustworthy. For example, in organizations where you can say just about anything to almost anyone, being sarcastic may be fine.
