Compared to the DN, WA has two effects on trafc capacity: One
is an increasing effect because many motorcycles move in a bunch, while
the other is a decreasing effect because start-up loss time increases.
When the motorcycle ratio is low, the latter effect is stronger than the
former, and therefore the capacity under DN is higher than that under
WA. On the other hand, when the motorcycle ratio is high, the former
effect becomes stronger, and the capacity under WA is higher than that
