The matrix presented in the gure shows that risks can be roughly
classied into different categories depending on the parameters on the
two axes. The different categories of risks require different ranks of
control action. Priority on control actions can be determined by the
adoption of this kind of decision-making tool. According to Yeh (1999),
the most common risk management strategies can be divided into three
categories: retention, mitigation, and transfer, which are described in
detail next.
