To improve performance, you are able to specify whether the computer configuration or the user configuration should be acted upon. This prevents the system from parsing the entire GPO and improves performance. As an example, if you deploy a new application using a GPO, you would only use the user portion of the GPO. In this case, you should block the computer configuration portion to prevent it from being unnecessarily parsed.
