Network Bandwidth
Where should site lines be drawn? This is one of the most dynamic questions in all Active Directory design. It depends mostly on the amount of available network bandwidth exists between locations.
Many factors go into measuring the amount of network bandwidth that is consumed by Active Directory and its clients. Whether or not adequate network bandwidth is available to support multiple physical locations within the same site depends on these factors.
Start your site design by considering all the subnets, which have fast and reliable bandwidths between them, as sites. Then, expand your sites as warranted.
