Please note that this does not work well if it is done solely from a top-down perspective. In other words, it should not be done by executives dictating to managers who then dictate to people in their teams what their goals should be. It works at its best when it is a two-way process, with give and take on both sides, which results in realistic (but stretching) workable goals that all people believe in and are committed to achieving.
