Azure Functions console

You can navigate to the Azure Functions console in the Azure Portal by clicking on All Services in the left-hand menu, and from the window that pops up, searching for Function in the text box and selecting Function Apps. Then, you will be taken to the homepage of Azure Function Apps:

As we don't have any Functions at the moment, you will not see any Functions listed on that screen. If you had already created Azure Functions, then you will see them over in the Function Apps, and you can select the Function that you want to look at details for.
